Eligibility
1. Foreigner Enrollment Eligibility
All national Health Insurance subscribers are categorized into two groups, The Employee insured and Self-employed insured. 
The Employee Insured
Workers and employers from Businesses, officials, educational staffs, and their dependents
** The Dependents
① The Employee insured’s spouse
② Direct descendants of the Employee insured(Including the spouse’s direct descendants)
③ Direct ascendants of the Employee insured(including the spouse’s direct ascendants) and their spouses
④ Siblings of the Employee insured
** Direct Descendants: Blood relatives who are descended from ancestors to oneself. Examples include parents, grandparents, great-grandparents, and so on.
** Direct Ascendants: Blood relatives who are descended directly from oneself. Examples include children, grandchildren, great-grandchildren, and so forth.
The Self-employed Insured
Individuals who have resided in the country for 6 months or more and are not covered by health insurance.
(If the total duration of overseas is within 30 days, they are considered to continue their domestic stay. However, if a single overseas trip exceeds 30 days, the become eligible again after staying the country for more than 6 months from the date of re-entry.)

Professor(E-1), Language Instructor(E-2), Researcher(E-3), Technical Instructor(E-4), Professional(E-5), Entertainer(E-6), Specific Activities(E-7), Non-Professional Employment(E-9), Seafaring Employment(E-10),
Cohabitation(F-1), Residence(F-2), Accompanying Family Member(F-3), Overseas Korean(F-4), Permanent Resident(F-5), Marriage immigration(F-6), Tourism Employment(H-1), Visit Employment(H-2), Overseas Korean
(=All foreign nationals excluding those with diplomatic (A), tourism (B), short-term (C), and miscellaneous(G1) residence statues.)
Since January 1, 2019, individuals with humanitarian stay permits (G-1-6) and their families (G-1-12) are permitted to enroll in the Self-employed insured
Student(D-2), General Training for Elementary, Middle, and High School Students(D-4-3), Non-Professional Employment(E-9), Permanent Resident(F-5), Marriage Immigration(F-6)
(unless the foreigner registration is delayed compared to the entry date)
** Refugees: Residence Visa(F-2)

**Cases not covered by workplace insurance:
- Daily workers with less than one month of employment
- Active military personnel on duty (including unenlisted soldiers), those who have completed alternative service, and military officer candidates
- those elected to public office who do not receive a monthly salary or equivalent compensation
Elected public officials taking office without receiving a monthly salary - Employees and employers with an uncertain workplace locations
- Part-time workers who work irregularly or those working less than 60 hours per month
- Part-time educational staff or officials and educational staff working less than 60 hours per month
- Recipients of medical assistance
| - Individuals who have completed resident registration, domestic residence reporting, or foreigner registration under Article 109, Paragraph 2 of the law.
- Individuals who belong to the categories specified in Article 5, Paragraph 2, Subparagraphs of the law.
- Individuals who meet the qualification criteria for dependent eligibility under Article 5, Paragraph 3 of the law.
- Individuals whose domestic residency period or residency reasons meet the criteria specified in Article 3, Paragraph 1.
[Residency Period] Residing in the country for 6 months or more, excluding spouses and children under the age of 19 (including the spouse's children)
[Residency Reasons] Student (D-2), General Training for Elementary, Middle, and High School Students (D-4-3), Non-Professional Employment (E-9), Permanent Resident (F-5), Marriage Immigration (F-6).
- Applicants must fulfill all the mentioned conditions to be eligible for the Self-employed insured category. | Individuals who have resided in the country for 6 months or more and are not enrolled in health insurance.
- Students (D-2), those in general training for elementary, middle, and high school students (D-4-3), non-professional employees (E-9), permanent residents (F-5), marriage immigrants (F-6) are eligible upon entry (unless the foreigner registration is delayed compared to the entry date).
- Excluding individuals with residence status A (Diplomacy), B (Tourism), C (Short-term), G1 (Miscellaneous). However, among G1 (Miscellaneous), G-1-6 (Humanitarian Stay Permit Holder) and G-1-12 (Family of Humanitarian Stay Permit Holder) are eligible for enrollment.
- For Overseas Koreans (F-4) and Overseas Korean students, enrollment is possible upon submission of proof of enrollment, with the admission date considered. |
Loss Criteria | - End of employment (retirement), death, nationality loss, or emigration
- Expiration of residence status or order of a compulsory eviction
- recipients of medical assistance
- Exclusion application from health insurance coverage due to being a merit recipient or other eligible healthcare protection beneficiary
- Overseas Koreans and foreign workers subject to foreign laws, foreign insurance, or employer regulations | - In the event of the individual's death.
- Acquired the status of a dependent under another Employee insured or a different Employee insured.
- The primary Employee insured loses their qualification or changes to the Self-employed insured category.
- The primary Employee insured or the dependent declares the loss of dependent status.
- Not meeting the eligibility criteria for dependent status under Article 5, Paragraph 3 of the law as confirmed by the National Health Insurance Corporation.
- Receiving an eviction order.
- Expiration of the residence period.
- Stayed abroad for more than one month | - Acquired South Korean nationality.
- Stayed abroad for more than one month.
Death.
- Acquired the status of an Employee insured or dependent.
- Received an eviction order.
- Expiration of the residence period.
- If an individual receives medical treatment through health insurance after the expiration of their residence status, improper benefits may arise. |
Application procedures | - The employer (business owner of the workplace insured) submits the Workplace Insured Qualification Acquisition Declaration to the public institution. | - Separate Application Submission for Employee Insured.
- Dependent Qualification (Acquisition/Loss) Declaration Form. | - Enrollment processed collectively by the National Health Insurance Corporation without a separate reporting procedure.
- When changing the registered residence with the registration authority, be sure to accurately report detailed address information, including building and unit numbers, to avoid any inconvenience caused by not receiving postal items.
- However, if the National Health Insurance Corporation cannot verify the information under Article 96 of the law, separate documentary evidence will be required. |
2. Application procedures
Enrollment is processed collectively by the institution without a separate declaration procedure. When enrolling, the National Health Insurance card and a premium payment notice will be sent to the domestic residence (place of residence). For workplace insured individuals, the employer (business owner) submits the declaration.
** In the following cases, a visit report to the nearest branch is required

If automatic enrollment does not happen.
•
If you want to pay the insurance premiums on a household basis (want to pay the entire family's premiums at once) due to family immigration.
•
If you are a Korean living abroad or an Overseas Korean (F-4) studying abroad in Korea and wish to receive a reduction in insurance premiums.
